Russia and Japan sign visa treaty
Russia and Japan signed an inter-governmental memorandum on easing visa regulations Monday.
Under the document, Moscow and Tokyo plan to establish a working group, which will meet in the two capitals.
The memorandum proposes measures to simplify the visa regime for businessmen providing multi-entry visas valid up to three years, to ease visa regulations for tourists and journalists, and to issue visas based on direct applications by host organizations bypassing the requirement for official visa invitations.
The countries may also relax the procedures for applicants taking part in bilateral exchanges through educational, scientific, cultural, youth, and sports organizations.
Multi-entry visas for applicants of the two countries with diplomatic passports may be extended to three years. Transit in emergency situations would also be simplified.
The sides confirmed that in the future they would waive all consular fees, including fees to cover the actual expenses involved in issuing visas.
Meetings of the working group will alternate between Moscow and Tokyo, starting in Moscow at the beginning of 2006.
The sides also signed an agreement on tourism cooperation to develop tourist infrastructure and improve the quality of tourist services.
Russia and Japan agreed to focus on tourist safety, to implement maximum measures to assist tourists, and to provide rescue services in the case of accidents or other incidents in which citizens are in the other country's territory.
